I can use Tasker "browse url" action with web address then Crete a home shortcut. Tap on Edit Actions and add it back. What I ended up doing was changing my launcher to Nova. I have been able to do everything I did before with Go Launcher Z INCLUDING adding shortcuts to the home screen. Don't know whether it is a bug or feature of Go Launcher Z, but I am now very happy with Nova.
I've just come across this problem last week Chrome on Galaxy S9+). It's only started on a specific website though, so it maybe the website that changed rather than Chrome. But, as said above, we should have both options available to us regardless. The only hint was to use Lighthouse to audit the page. Lighthouse shows the app as "Installable".

Best AnswerMy Galaxy s8 was not allowing me to add shortcuts to home screen after update. I took a suggestion from an earlier comment, and long-pressed home screen. From there in bottom right corner HOME SCREEN SETTINGS. There is an option to LOCK HOMESCREEN LAYOUT that had been toggled to enabled.
