I can use Tasker "browse url" action with web address then Crete a home shortcut. Tap on Edit Actions and add it back. As your list is not in the default order you have probably edited it in the past, and removed that option.

What I ended up doing was changing my launcher to Nova. I have been able to do everything I did before with Go Launcher Z INCLUDING adding shortcuts to the home screen. Don't know whether it is a bug or feature of Go Launcher Z, but I am now very happy with Nova.
I've just come across this problem last week Chrome on Galaxy S9+). It's only started on a specific website though, so it maybe the website that changed rather than Chrome. But, as said above, we should have both options available to us regardless. The only hint was to use Lighthouse to audit the page. Lighthouse shows the app as "Installable".
